Reed supports the Foley Foundation’s advocacy on behalf of American hostages and wrongful detainees through original research and policy engagement. He leads PRISM, a first-of-its-kind initiative that brings stakeholders together through structured research and scenario exercises to shape more effective prevention and deterrence policy. Reed also engages with Congress and across the hostage recovery enterprise to advance policies that improve and strengthen the government’s response to hostage-taking and wrongful detention. Reed earned a graduate degree from Georgetown University and an undergraduate degree from Tufts University.
